Server selection

API requires that caller pass in nhosts and an array of IPV4
addresses.  Thus, the server selection policy is independent of the
gexec system.  The parsing of a string a list of tokens (and total
count of #tokens) is what token_array will do.  We will use this on
the GEXEC_SVRS environment variable to get back a list of hostnames/IP
addresses.  Then, we will run net_hosttoip on each to get 16 byte IPV4
address as a char * so we can pass it to gexec_spawn.
