<h2>Detailed Description</h2>
<p>The QTextEncoder class provides a state-based encoder.</p>
<p>A text encoder converts text from Unicode into an encoded text format using a specific codec.</p>
<p>The encoder converts Unicode into another format, remembering any state that is required between calls.</p>
